New and old trade methods avoid double-anti-polysilicon imports

The Nonferrous Association Silicon Industry Branch believes that the main reason for the surge in polysilicon imports in November is the old way of circumventing “double opposition†– the import of processing trade has not been suppressed, and now the new move – “re-exporting Taiwan†has added new injuries. Therefore, under the joint action of various “double-reverse†measures abroad, the import volume of polysilicon in November suddenly increased to the second highest point in 2013. The main performance is:
First, the import of polysilicon in processing trade accounted for 71% of total imports in November. Among them, polysilicon imported from the United States accounted for 98% of processing trade, and processing trade from South Korea accounted for 71%. There is a trend of continued growth. It can be seen that after the “double oppositionâ€, processing trade has become the main mode of import from the United States and South Korea;
Second, the trend of refusal of “double-reverse†in third-country (regional) re-export trade has not decreased. The amount of polysilicon imported from Taiwan increased to 792 tons in November, accounting for 10.0% of the total imports, which is one-tenth of the monthly imports of polysilicon. It is a re-export from Taiwan. It can be seen that the entrepot trade from Taiwan has become another powerful way to avoid "double opposition."
Therefore, these two major ways work together to avoid "double opposition", resulting in high imports of polysilicon. The Nonferrous Association Silicon Industry Branch expects that the import of polysilicon will be close to 80,000 tons in 2013, while the domestic polysilicon production is also around 80,000 tons. The domestic polysilicon market continues to bear the double suppression of the quantity and price of imported polysilicon.
