The relevant requirements are hereby notified as follows:

I. Fully understand the importance of doing a good job in the examination, approval and management of solid waste in the new situation

According to the requirements of laws and regulations such as the “Regulations for the Prevention of Environmental Pollution Caused by Solid Wastes”, “Administrative Measures for the Operation of Licensed Hazardous Wastes”, “Administrative Regulations on the Recycling of Waste Electrical and Electronic Products,” and other regulations, the examination and approval management of solid wastes has a total of eight power issues, including the export of hazardous wastes. Approval, approval of hazardous waste business licenses, approval of inter-provincial storage and disposal of solid wastes, examination and approval of transfer of hazardous wastes across cities, approval of the import of solid wastes that can be used as raw materials, qualification certification of waste metal fixed-point processing and utilization, and qualification approval of waste electrical and electronic product processing Dismantling of waste electrical and electronic products, types and quantities of audits, etc. Over the years, these review and approval managements have played an important role in strengthening the prevention and control of solid waste pollution and preventing environmental risks. However, in some areas, there are still major leaders who do not pay attention to, departmental responsibilities are not clear; power is not standardized, the audit process is not transparent; supervision mechanism is not perfect, approval and supervision are not separated; management team is not capable, technical capabilities are not supported and other phenomena, resulting in solid Waste and discipline violations, rights and money transactions, and cases of dereliction of duty and dereliction of duty in the waste sector have been prone to high incidences and the risk of corruption has increased. Therefore, it is very important and urgent to strengthen the examination and approval management of solid waste in all levels of environmental protection authorities.

Second, establish a list of powers, responsibility list and negative list

The provincial environmental protection authorities should start with a mechanism to straighten out the examination, approval, and management authority in the field of solid waste, clarify the responsibilities and authorities for examination and approval of different levels in the field of solid waste, fully implement “separation of auditing and management,” and gradually review and approve solid wastes.
