From the perspective of enterprises, the average on-grid tariff of the central power generation enterprises was 372.42 yuan/kwh, which was 1.94% higher than that of 2009; the average on-grid tariff of local and foreign power generation enterprises was 402.51 yuan/kwh, which was 3.65% lower than that of 2009.
From the regional perspective, the average on-grid tariff in East China was the highest, at 442.53 yuan/kwh, followed by South China, North China, Northeast China and Central China, and the lowest in the northwest was 275.07 yuan/kwh.
From the unit type, the average on-grid electricity price of the gas turbine is higher at RMB 610.82 per kilowatt-hour. The remaining units are: nuclear power at RMB 432.20/kwh, thermal power at RMB 394.77/kwh, and the average on-grid tariff for hydropower units is low. It is 291.20 yuan/kwh.
In terms of transmission and distribution costs, in 2010, the average transmission and distribution tariff of power grid companies was 187.33 yuan/kwh, which was an increase of 24.42% over 2009. The loss rate of transmission and distribution lines in the national grid is 6.49%, which is 0.14 percentage points lower than that in 2009.
In terms of sales price, the average sales price of power grid companies in 2010 was 571.22 yuan/kwh, which represented an increase of 7.62% compared with 2009, and the average purchase price was 383.89 yuan/kwh, which was an increase of 0.34% from 2009.
The "Announcement" also announced the implementation of key tariff policies in 2010. In 2010, the nation’s electricity purchase price for renewable energy was added to 9.616 billion yuan; the amount of off-fare electricity charges was 226.189 billion kwh, an increase of 457.554 billion kwh, or 25.34% over 2009; and 4455 high-energy-consuming enterprises nationwide implemented differential electricity prices. In 2009, it increased by 2,769.
The announcement also disclosed the settlement of the electricity tariff of the factory network in 2010. In the headquarters of the State Grid Corporation of China, the headquarters of China Southern Power Grid Corporation, 39 regional power grid companies and 32 provincial power grid companies in North China and Northeastern China, a total of 39 power grid companies and power generation companies should settle tariffs of 12,513,800 million yuan, and actually settle tariffs 1,251.308 billion yuan. The rate was 100%; in 2010, power grid enterprises above the provincial level purchased 63.304 billion yuan in electricity purchase fees, which accounted for 5.06% of the total electricity bills actually settled.
